A draft Culture Bill has been published in Scotland setting out plans for the country’s main performing arts companies to be funded directly by the government.
The bill, unveiled today by culture minister Patricia Ferguson, includes proposals to replace the Scottish Arts Council and Scottish Screen with the new development body Creative Scotland.
It also sets out so-called “cultural entitlements” - the rights of people to be able to access the arts - which local authorities will be expected to deliver following consultations in their area.
